Please go to Tin Shed on NE Alberta for breakfast. There will probably be a wait involved, but it's worth it. Close to great shopping: Frock and Tumbleweed.
In the Mississipi neighborhood (also NE, just a couple streets from Alberta), go to Flutter. Beautiful pieces of apparel, ethereal jewelery and there are real birds inside. In other words, it's teeming with life! There's also a restaurant called Gravy--not sure it lives up to its hype anymore, but cute nonetheless if not expensive for what it is.
Farm Cafe (I don't remember where it is) is a New American style restaurant, featuring local, organic produce. They make mean cocktails with fresh juice and local liquors, and some of the best meals my friends have ever had.
I love this question! Vivace is my favorite cafe in all of Portland, and their specialty (besides AMAZING coffee) is CREPES! Yum.
It's located in an adorable old house, on 23rd Ave (and Pettygrove), which is a decent shopping district in one of the older parts of downtown. I see someone else already mentioned it - but 23rd is worth seeing, and it's within walking distance to the rest of downtown (albeit a long walk, 1st is the waterfront, so it's 22 blocks).
