I'd give every cat and dog a home...

Destroy all boring black umbrellas...

Plant more flowers everywhere...

    If I were Queen of the World I would...hmm...

    give everyone a kitty or puppy to cuddle with at night

    kill all Hummers and Escalades

    and make sure everyone had one beautiful piece of art on their walls

    That's correct. She was the queen of the Plaza Hotel. Which might as well be classified as "the world."
